Angara bucks Senate Bolante probe

MANILA, Philippines--The Senate would be on a collision course with the Office of the Ombudsman should the Senate Blue Ribbon Committee assume jurisdiction and go ahead with the investigation of former Agriculture Undersecretary Jocelyn "Joc-joc'' Bolante on the P728-million fertilizer fund scam, Sen. Edgardo Angara warned on Sunday.
Angara told the Philippine Daily Inquirer the Supreme Court should step in and mediate "without delay'' in this "jurisdiction dispute.''
Angara made the warning in response to the bid of Senator Alan Peter Cayetano, Blue Ribbon chairman, to revive the investigation of the scam, which Angara considered to have been completed with the issuance of a report by the Senate agriculture committee in 2005 and the submission of its findings to the Office of the Ombudsman.
Angara, the current chair of the Senate agriculture committee, refused to reopen the inquiry that his predecessor, Sen. Ramon Magsaysay Jr., terminated with a batch of recommendations that included the filing of plunder charges against Bolante and other agriculture officials.

Pimentel, the Senate minority leader, said the Senate should finally be able to get the testimony of Bolante because the latter had previously avoided testifying in the chamber.
But Angara said that the high court could very well make a "preliminary step'' by working on the temporary restraining order that Bolante's lawyer had sought in trying to stop the Senate from arresting his client last week.
"What that TRO will mean is to say, ‘hold on boys while we are looking at the substance of the issue,’'' he said in a phone interview.
Angara added: "Whether the TRO is granted or denied, it will remove the cloubt of doubt over who has first crack on (Bolante case).''
He also said that he was "more bothered and concerned'' about what the government could to help the economy survive the ongoing global financial crisis, rather than the Bolante case.
Angara said he would press for a Senate caucus during the resumption of Congress’ sessions on Nov. 10 to put in place the economic legislative agenda.
"The crisis is like a tsunami that will hit ordinary Filipinos with a vengeance,'' Angara said, noting that the Philippines’ biggest export markets, US and Japan, would most likely head for a recession.
He warned that many Filipinos could lose their jobs here and abroad as he disclosed that he knew of two call centers employing 7,000 Filipinos that would soon close.
"We need all the talents, energies and attention of everyone so that we can focus on the issue and come up with the best ideas," he said.

In politics, there are no permanent friends, only permanent interests. The saddest of all sacks is JDV, after he was ousted as Speaker of the House. His arrogant & drug crazed son Joey, struts around as if they are saintly clean of any wrongdoing.

With the bishops and righteous Christian sects kuno imploring him, JDV succumbed to their appeal and so the endorsement of the impeachment complaint came about even half-heartedly daw! What can you expect? A man jilted will only try to redeem himself even to a point of pontificating the twisted truth according to his son all for the glory of politics!

Political move to stay relevant in the eyes of the voters come election time. Double edge approach to the tandem of father and son both aspiring to be senators after the election. What a platform for them to resurrect and start their twin aspirations of a political family dynasty. This will surely be their last chance to become relevant and like Jlo wash away all their sins.

Intentions notwithstanding, impeachment is still a numbers game and JDV will surely bring with him some allied politicians. The question will be how many and how loyal will those politicians are to him? It is not really, after all, a question of who is really telling the truth or withholding the truth from coming out but whose lies will the people tend to listen to at the end of this charade.

All for the glory of the nation? The timing is really suspect since the nation is in-front of a very serious threat of the worldwide financial crisis and another political crisis like the impeachment will surely be a drag to the focus and effort to face up to the present financial crisis, energy and resources will again be mastered to thwart this impeachment and will surely be a distraction to a unified campaign to hold the financial crisis at bay.

The nation is like a ship in a stormy sea but these politicians are drilling holes on the hull of the ship for their alleged valiant effort to right the ship. Damn the nation but go ahead and stir another useless impeachment complaint till kingdom come. Desperate moves in a very desperate time. Wrong moves for the purpose of unity and national survival while the nation faces a devastating economic crisis.

All for the glory of their own self-professed version of truth!

I wonder who can trust ex-Social Welfare Secretary Dinky Soliman after her press conference the other day where she revealed what she said she heard of the alleged conversation between President Gloria Macapagal Arroyo and Presidential Political Adviser Gabriel Claudio.

Soliman said she overheard Claudio telling the President that lawyer Oliver Lozano filed an impeachment complaint and she alleged that the President instructed Claudio to get Rep. Rodante Marcoleta to endorse it.

Eavesdropping on a conversation is impolite and bad. When sensitive things are being discussed by other people and you are not part of the conversation, the polite thing to do would be to move away. That’s what we were taught in GMRC (good manners and right conduct) subject when we were in school

Apparently this basic etiquette is not something that Soliman imbibed all these years. Worse, she not only eavesdrops on a conversation of people, who think she is a friend and can be trusted but holds a press conference to tell people about it.

Worst is apparently she is inventing the story. Claudio has strongly denied having that conversation with the President. In effect he called Soliman a big liar. Claudio wondered why Soliman suddenly remembered the incident just now when she had all the opportunities to say something about it in the press conference she had when she resigned, in her letter that has been making the email round and in her many media interviews.

But whether she was telling the truth, a half lie, or a total prevarication as far as the incident she recounted in her press conference is concerned, clearly Soliman is not somebody you would trust even if she is your friend at the moment.

You would not like her to hear your conversations with other people because she has proven that she will spread what she hears and even embellish it according to her whims.

Of course, it’s so hard to trust somebody who serenades you and gives you flower and pledges her total support one day and then abandons you and call you a lot of names and reveals personal things about you, whether real or concocted, just a few days after.

It’s your fault if you trust someone like that.

Leftists rehashing human rights cases

MANILA, Philippines -- Leftist and human rights groups have stepped up their propaganda against alleged military involvement in extrajudicial killings and forced disappearances over the past two weeks as part of an alleged bid to raise their concerns before the United Nations, the Armed Forces spokesman claimed Friday.
“There is a seeming effort, concerted effort on the part of the leftists, the propagandists supportive [of] the left, in drumming up such accusation against the military and the government as a whole,” Lieutenant Colonel Ernesto Torres, Jr. said.
Torres did not identify which leftist and human rights groups were behind the alleged propaganda campaign but said reports are “coming from all over.”
He also claimed leftist groups have increased the number of their protest activities and other propaganda in time for the arrival of United Nations General Secretary Ban Kee Moon on October 29.
“It is possible that they would like to bring this matter to the attention of the United Nations and, of course, the Secretary General is coming, that’s the best timing that they could get in bringing this matter to the attention of the United Nations,” Torres said.
Among the high-profile cases being revived, Torres said, is the case of Karen Empeño and Sherlyn Cadapan, student of the University of the Philippines allegedly abducted by soldiers in Hagonoy, Bulacan in 2006, and the case of farmer-brothers Raymond and Reynaldo Manalo, who escaped from military detention and secured a writ of amparo after the courts established military involvement in their abduction. In their testimonies, the Manalo brothers said Empeño and Cadapan were alive when they last saw the two missing students in Camp Tecson in Limay, Bataan, where they were all detained at one point.
Torres said many other cases of alleged human rights violation by the military are being revived by leftist groups in the provinces.
Since 2001, when President Gloria Macapagal-Arroyo came to power, human rights groups claim almost a thousand activists have been murdered by state agents. Many international human rights groups, including UN Special Rapporteur Philip Alston, have also laid the blame for many of the killings on security forces.
But the military has continuously denied accusations of involvement in the extrajudicial killing or enforced disappearance leftist activists.
“I wouldn’t say that…these are outright lies but they have to prove, they have to present evidence. Whenever they throw accusations against…the security forces, [these] should be backed up by concrete, solid evidence,” Torres said.
Torres cited a report from the Commission on Human Rights (CHR) noting a “sharp decline” in extrajudicial killings and other forms of human rights violations this year.
He said they will support and provide all necessary assistance to the CHR in conducting investigations on pending human rights cases.
He added that the AFP has continuously made efforts to ensure troops do not commit human rights violations.
“A lot of things have been done by the [AFP] to strengthen observance of human rights. One is the creation of the AFP human rights office, and human rights seminars and training are already incorporated in our training in various courses,” Torres said.#

Herminio Harry L. Roque Jr. or Harry Roque is a lawyer who had close association with former president Corazon Cojuangco-Aquino (one of the prime movers of the destabilization and ouster campaign against President Gloria Macapagal Arroyo). Before becoming a lawyer in the early 1990’s, Harry Roque’s first honest-to-goodness job was as Legislative Staff of former Congresswoman Lorna Verano-Yap, whose husband served as aide-de-camp of Aquino. Therefore, it is easy to surmise that Roque's anti-Arroyo sentiments had something to do with his loyalty to Cory Aquino.

Harry Roque’s ambition is to become congressman representing the lone district of Pasay City. He was all-set to seek election in 2007. However, former President Joseph Estrada refused to endorse him. Thus, Roque deferred his electoral plans.

Roque is still planning to run for the post come 2010. Hence, he is using media mileage to make him popular among the electorate of Pasay City.

Harry is said to be very close to Danton Remoto, head of Ladlad, an organization of gays and lesbians that sought but failed to get Comelec accreditation as a party-list organization.
